Ugandan Woman Brings Computing to the Rural Masses (Video ...

From the moment she got her first taste of computing, Uganda?s Asia Kamukama knew that she wanted more of her people to get their hands on this.

Fast-forward a few years, and she helps run Maendeleo Foundation, an organization that does just that ? bringing a solar-powered mobile computing lab to rural villages. The effort brings together about 15 Intel Classmate PCs, along with the solar panels needed to power the machines.

Now her project is also working to leave some of the computers behind in schools and libraries to give more permanent computing access to those she visits.

Kamukama has had to overcome some obstacles in her life.

She was one of few girls in her school, and didn?t really get to use a computer until she was 22 and nearly finished at university. But it wasn?t until she flew to New York this week that she had to deal with a hurricane.

But even after traveling more than 23 hours to D: Dive Into Mobile ? and seeing the event washed out ? Kamukama kept a smile on her face. After relocating to higher ground, she sat down with AllThingsD? Ina Fried to tell the story she would have told onstage, as one of several participants in a conference segment called Global Voices.

Bank extends wellness from employees to local communities ...

Cleveland-based KeyBank has healthier employees and lower medical costs since it embraced a systemic approach to encouraging employees to become more involved in their well-being.

The bank attributes its success to simple health plan designs, including two high-deductible health plan options and one preferred-provider organization program.

As expected, President Obama poured on the #ladyparts pandering during the second presidential debate last night at Hofstra University. He falsely claimed that Planned Parenthood provides mammograms to ?millions? of women ? a lie that went unchallenged by female moderator and serial Romney interrupter Candy Crowley. Obama also referred several times to Romney/Ryan?s opposition to taxpayer subsidies for the abortion giant, at one point working it into an answer about the economy from a black male undecided voter.

Hollywood groupies ate it up, of course. Which brings us to my new column on a Tinseltown-disseminated ?war on women? goblin that needs to be exposed, debunked, and buried once and for all.

The Hollywood Women for Obama Club wants you to vote with your ?lady parts.? I want the women of America to vote with their lady smarts. The latest ad from a trio of Tinsel Town actresses spreads one of the stupidest lies about Mitt Romney this election cycle. Fantasyland needs a fact check.

According to starlets Scarlett Johansson, Eva Longoria and Kerry Washington, the GOP presidential ticket wants to ?end? funding for ?cancer screenings.? If you and your reproductive organs don?t vote for Obama, the doe-eyed celebrities ominously imply, people will DIE, DIE, DIE!

This scare-mongering falsehood has been repeated endlessly by Planned Parenthood and the Obama campaign itself. An official Obama for America ad released in August accuses Romney?s running mate, Paul Ryan, of backing measures to ?allow employers to deny women access to cancer screenings.? It also is being used by demagogic Democrats in key Senate races (in Montana, for example).

This much is true: Romney and Ryan do indeed support ending all federal taxpayer funding of Planned Parenthood?s billion-dollar empire. One-third of the budget of the nation?s largest abortion provider, which masquerades as a comprehensive health care provider, comes from government.

But here?s what the famous femmes don?t tell you: Planned Parenthood does not provide women with mammograms. PP?s ?women?s health? mantle is a sham. An undercover investigation of 30 Planned Parenthood clinics in 27 different states, conducted by pro-life group Live Action, confirmed that the abortion provider does not perform breast cancer screenings. ?We don?t provide those services whatsoever,? a staffer at Planned Parenthood of Arizona admitted. Planned Parenthood?s Comprehensive Health Center clinic in Overland Park, Kan., acknowledged: ?We actually don?t have a, um, mammogram machine, at our clinics.?

But don?t just take Live Action?s word for it. In June 2012, the Obama Health and Human Services Department responded to a request for information about how many Planned Parenthood clinics were certified to operate mammogram facilities. ?Our search did not find any documents pertinent to your request,? HHS told the Alliance Defense Fund.

Got that? Fraudulent Hollywood harridans and their hero in the White House have been deliberately deceiving women into thinking that eliminating Planned Parenthood subsidies would mean a catastrophic end to affordable cancer screening services. But the abortion provider?s purported ?referral services? to outside mammogram facilities are negligible ? especially given the widespread availability of free and low-cost breast and cervical cancer screening services across the country supported by both private and public grants.

Wait, that?s not all. In the real world, it?s the Obama administration, not Republicans, who have actively presided over and promoted a drop in cancer screenings for both men and women over the past four years. You can thank Democratic crusaders for health care rationing in the White House. They want all the glory of championing socialized medicine, but cut and run from the consequences at election time.

Under Obamacare, the U.S. Preventive Services Task Force (USPSTF) will be empowered to determine which health care services are ?medically appropriate.? For nearly three decades, the federal panel of primary care physicians and epidemiologists has issued nonbinding guidelines and A-F ratings of recommended medical procedures. But as Forbes columnist Dr. Paul Hsieh explains:

?ObamaCare links insurance coverage of preventive medical services to their USPSTF rating. ? (U)nder ObamaCare, Medicare payment decisions will become increasingly controlled by the new Independent Payment Advisory Board, explicitly created to reduce Medicare spending. ? To reduce costs, many private insurers will likely drop coverage for ?C? and ?D? rated services. Hence under ObamaCare, the USPSTF guidelines will likely become the de facto standards for both government and private health insurance coverage.?

And that means dropping coverage for the very services Scar-Jo and her femme friends are accusing the GOP of threatening.

Note: The USPSTF is the same review panel that advised cutting back on routine ovarian cancer screenings last month, recommended fewer prostate cancer screening tests in May 2012, and proposed mammogram restrictions in 2009.

In fact, the Mayo Clinic reported this summer that mammogram screenings for women in their 40s have declined nearly 6 percent since the Obama panel announced its decision in 2009. ?Comparing mammography rates before and after publication of the new guidelines,? the Mayo Clinic wrote, ?researchers found that the recommendations were associated with a 5.72 percent decrease in the mammography rate for women ages 40-49. Over a year, nearly 54,000 fewer mammograms were performed in this age group.?

It?s no surprise the Hollywood ?cancer screening? horror ad script was written by left-wing actor/director Rob Reiner of ?All in the Family? and Archie Bunker fame. These Obama-promoting meatheads and their hysterical handmaidens inhabit a manufactured world impervious to facts and fiscal realities.

Overcoming memories that trigger cocaine relapse

ScienceDaily (Oct. 16, 2012) ? Researchers from the University of Wisconsin-Milwaukee (UWM) have identified mechanisms in the brain responsible for regulating cocaine-seeking behavior, providing an avenue for drug development that could greatly reduce the high relapse rate in cocaine addiction.

The research reveals that stimulation of certain brain receptors promotes inhibition of cocaine-associated memories, helping addicts to stop drug use. This inhibition is achieved through enhancing a process called "extinction learning," in which cocaine-associated memories are replaced with associations that have no drug "reward." This reduces drug-seeking behavior in rats.

The work was presented October 17 at the annual meeting of the Society for Neuroscience in New Orleans by Devin Mueller, UWM assistant professor of psychology, and doctoral student James Otis.

There are currently no FDA-approved medications to treat cocaine abuse, only treatments that address withdrawal symptoms, says Mueller. Abuse is maintained, in part, through exposure to environmental cues that trigger cocaine-related memories which lead to craving and relapse in recovering addicts. Currently, exposure therapy is used to help recovering addicts suppress their drug-seeking behavior, but with limited success. In exposure therapy, a patient is repeatedly exposed to stimuli that provoke craving. With repeated exposure, the patient experiences extinction, leading to reduced craving when presented with those stimuli.

If extinction could be strengthened, it would increase the effectiveness of exposure therapies in preventing relapse.

Isolating the receptor

The team found that a specific variant of the NMDA receptor, those which contain the NR2B subunit, are critical for extinction learning. They also discovered that drugs known to enhance NR2B function strengthened extinction because they act specifically in a region of the brain that regulates learned behaviors. In their investigation, researchers conditioned rats to associate one distinct chamber, but not another, with cocaine. Following conditioning, the rats were tested for a place preference by allowing drug-free access to both chambers. Rats demonstrating cocaine-seeking behavior spent significantly more time in the previously cocaine-associated chamber. Over several cocaine-free test sessions, addicted rats lost their place preference through extinction learning.

To examine the neural mechanisms of extinction, the researchers administered ifenprodil, which blocks NR2B-containing NMDA receptors, immediately after an extinction test. Ifenprodil-treated rats continued to spend more time in the cocaine-associated chamber even in the absence of cocaine, while saline-treated rats did not. These results were also replicated through specific infusion of ifenprodil into the brain's infralimbic cortex, localizing a key brain structure in arresting cocaine-seeking.

Other avenues

The results indicate that enhancing NR2B function would boost the effectiveness of extinction-based exposure therapies. Although there are currently no NR2B-enhancing drugs, the NR2B containing receptor can be stimulated using other molecular pathways, says Mueller.

An example is the brain derived neurotrophic factor (BDNF) signaling cascade, which is implicated in neuron survival and growth. The authors targeted this cascade by directly administering BDNF into the infralimbic cortex. In extinction tests, administration of BDNF caused rats to lose their preference for the cocaine-associated chamber faster than rats given a placebo.

Mueller and Otis took these findings even further toward possible therapeutic intervention for addicts.

One issue with giving BDNF to humans is that it is unable to reach the brain through the bloodstream. Therefore, researchers next targeted the TrkB receptor, which is where BDNF normally binds. They did so with a newly synthesized drug that is able to reach the brain due to its small molecular size. This TrkB receptor agonist, known as 7,8 dihydroxyflavone, also strengthened extinction when given to rats during extinction training. The authors conclude that combining TrKB receptor stimulation simultaneously with exposure therapy could be an effective treatment for cocaine abuse, reducing craving and the potential for relapse.

Gluten and lactose-free ingredient substitute found for low-fat white sauces

ScienceDaily (Oct. 17, 2012) ? Consumers are increasingly demanding the development of ready-to-eat gluten and lactose-free food products that meet their needs and help improve their health. A recent study in Journal of Food Science, published by the Institute of Food Technologists (IFT), shows how new white sauce formulations are being created to meet these demands.

Consumers with celiac disease often find that gluten-free products are of inferior quality compared with their traditional, non-gluten-free counterparts. Traditional white sauce is made with milk, flour or starch, oil, and salt. The study looks at how the use of vegetable protein source and gluten-free starches can make a type of sauce suitable for vegetarian, lactose intolerant and consumers with celiac disease.

The researcher replaced milk with soy protein which improves the structure of the sauce as well as makes it consumable for lactose-intolerant consumers, and at the same time, lowers the risk of cardiovascular disease and breast cancer. Traditional flour was replaced with gluten-free waxy starches such as corn and rice that each improves the structure of the sauce with minimal effects on color and taste. Inulin, a well-known functional ingredient that is known for reducing the risk of gastrointestinal and cardiovascular diseases, was used to replace the oil.

The results have shown that these sauces have a high degree of stability under refrigeration storage and good consumer acceptability.

JPMorgan CFO Braunstein may step down

(Reuters) - JPMorgan Chase and Co's chief financial officer, Doug Braunstein, may step down and take another position with the bank, a person familiar with the matter told Reuters.

The move would be the latest management change at the bank, which has been roiled by $6 billion of losses from bad bets on derivatives.

The person familiar with the matter said Wednesday that any shift would be Braunstein's decision, and would be unrelated to the trades.

In July, JPMorgan announced new co-heads for commercial and investment banking and placed a co-chief operating officer in the reporting line between Braunstein and Chief Executive Jamie Dimon.

Dimon had testified a month earlier to a U.S. Senate committee that Braunstein was one of the people who had wrongly assured him in April that the derivatives losses were not a big deal.

Analysts believed the executive changes in July were designed to add checks and balances to the bank's senior ranks after the trading losses, which have brought intense regulatory scrutiny to the bank.

Dimon told Reuters at the time that the shifts had been in the works before the bad trades, and were designed to help the bank cope with the increased complexity that financial companies face globally.

Braunstein did not return a call to his cell phone seeking comment on his possible job change, and the bank declined to comment. The timing for any job change for Braunstein is unclear.

The bank is set to report third-quarter earnings on Friday.

The $6 billion of trading losses came from a JPMorgan group called the Chief Investment Office (CIO), which managed risk for the bank and invested deposits. The CIO group in London took large bets on derivatives, with one trader taking big enough positions to be called "the London Whale."

The bank first disclosed possible losses in May, and in July said that some traders may have lied about the value of their positions to the bank, adding fuel to government probes into the trades.

Regulators and agencies including the U.S. Federal Bureau of Investigation (FBI), the U.S. Securities and Exchange Commission (SEC), and the Federal Reserve Bank of New York are all looking at the bank.

On Wednesday, Dimon told an audience at the Council on Foreign Relations in Washington, "We made a stupid error.

He added: "I should have caught it ... I didn't."

Even with the trading losses, JPMorgan Chase earned $5 billion in the second quarter.

In narrative accounts of the bad trades by multiple media outlets, including a more-than-7,000 word piece published in this weekend's New York Times Magazine, Braunstein is not mentioned.

JPMorgan said last week in an internal memo that Barry Zubrow was retiring. Zubrow was head of risk management at the bank when it was building a dangerously large position in credit derivatives.

In January, months before the bank announced the bad derivatives trades, Zubrow switched to heading corporate and regulatory affairs.

News of Braunstein's possible job switch was earlier reported by the Wall Street Journal.

Organic Search is a Traffic Channel, Not a Marketing Channel

One of my Principles of SEO is that organic search is a traffic channel, not a marketing channel. Whenever I say this, some industry veterans look incredulous or challenge my statement. Of course SEO is a marketing channel; how can an entire industry evolve around SEO without it being a marketing channel?

I stand my ground.

Search engine optimization is a set of best practices to apply to your marketing channels, online and, to some extent, offline. What is a marketing channel? It?s a conduit of communication between a business and its stakeholders. Marketing channels deliver messages. They create awareness, engagement, demand, and sales. They influence perception and reputation. You don?t put messages in SEO; you apply SEO to your messages. SEO creates traffic from organic search by making online marketing channels more visible.

As a whole, the Internet is a macro marketing channel, one we tend to perceive through its component micro marketing channels:

  • Company website
  • Social media accounts
  • Placed content
  • Email
  • Advertisements

SEO guides and informs Internet marketing. Let?s break it down.

Company Website

Keywords and Content

SEO guides marketing teams as to what content should be on websites by providing knowledge around search queries and people?s search habits. It begins with the question, ?What keywords do people search for to find my products and services?? It extends to increasing awareness, engagement, and desire by applying keywords to support, educational, and promotional content. SEO also informs marketing teams about topics people search for, which leads to articles, white papers, webinars, and other niche marketing channels or forms of presentation. This, in turn, influences or guides much of a business?s social media content. Finally, SEO guides copywriters how to write text that is both appealing to people and will emphasize target keywords.

Architecture

Applying SEO principals for internal linking to site architecture and visibility helps search engines discover and index content, then rank documents for relevant queries.

Coding

Coding is a big part of SEO, and the reason many companies categorize SEO into IT, not marketing. From simple codes for bold, italics, h1, and alt attributes to machine readable markup like Schema.org, optimized markup helps search engines parse the content it discovers then present it to people. Tools like XML sitemaps assist discovery and indexing. Canonical tags group ranking signals for duplicate content. These all make the content you have more visible, but none performs content delivery to markets.

Trust

SEO extends to server optimization (speed), domain age, contact information, author tags, plus other signals search engines use to determine trust and quality.

Ultimately, the website is the marketing channel, one people can arrive at directly, from referral links, or paid or non-paid search.

Social Media

Social media like Facebook, LinkedIn, and Twitter are outlets where businesses can present messages and develop audiences that grow awareness and generate leads. If you use a website hub and social media spokes strategy, then the content on your website determines, to a large extent, your social media messages. You can enhance your website?s optimization by sending authority via links from social media messages to your website. You can optimize your social media accounts to appear in organic search by applying SEO methods like keyword use and link building to social media messages. Even the act of presenting your Google+ address on a slide during a conference presentation and inviting audience members to follow you is a form of search engine optimization. By growing an audience for your social media accounts, you increase their ability to influence search engines.

Placed Content

Placed content includes online press releases, guest blogging articles, and most everything on other websites that discusses and links to your own website or social media accounts. It aids discovery, authority building, and relevancy. Placed content works best when it raises awareness and generates referral traffic, which means it should fall within your company?s messaging. While you may be looking to place the perfect keyword optimized link for SEO, while SEO may guide your placed content selections, it must also fit your business communications.

Email

Surprisingly, many people do not associate email and SEO. You should. Email strengthens your relationship with your audience, people with whom you?re already engaged. It?s inside the marketing funnel: engagement, desire, and sales. So it?s easy to think of Email as marketing messages and not SEO messages. You should also use Email to communicate with your network or content creators, people who can link from their sites to your website or social media messages. However, it?s not enough to ask these people for links because, if you want them to write about your business and link to it, you must provide content that will appeal to those content creators? audiences. Once again, you can optimize the message, but your business and conversations determine what those messages contain.

Advertising

Using advertising for SEO is a stretch. Obviously advertising itself should offer no SEO impact. It?s a pure marketing channel. What advertising can accomplish is build awareness that content creators may pick-up on, though this is an indirect benefit.

Still not sure? Then think about web analytics. For SEO you want to measure things like organic search engine referrals, but what happens after a visitor arrives on your website? Do they bounce? Do they click through to other pages? Do they generate a conversion? All these and other important metrics are more about content, usability and design, and the appropriateness of your offers than anything else. Whether a visitor arrives from non-paid search, paid search or advertising, a referral link, or directly by typing in your web address, while you can segment them by traffic source, it?s your messaging and presentation that determines visitor behavior.

Ultimately, a marketing channel is a somewhere you can place your message. While you can increase the likelihood that your listing will appear in non-paid search, even influence its appearance, you don?t control it. It?s a competition for an earned placement that will bring traffic to the real marketing channel, your website or your social media content.

SpaceX liftoff begins the new normal for NASA

SpaceX's commercial cargo ship rocketed into orbit Sunday in pursuit of the International Space Station, the first of a dozen routine supply runs under a $1.6 billion contract with NASA.

It was the second liftoff of a Dragon capsule to the orbiting lab staged by California-based SpaceX. The first launch was for a test flight in May, which carried a token amount of non-essential supplies.

This flight, in contrast, is no test: The spacecraft is carrying 882 pounds (400 kilograms) of key science experiments and other precious gear. The cargo also includes a personal touch: Cups of Blue Bell chocolate-vanilla swirl ice cream have been tucked in a freezer for the three station residents.

The company's unmanned Falcon 9 rocket roared into the night sky from Cape Canaveral Air Force Station in Florida right on time at 8:35 p.m. ET, putting SpaceX on track to reach the space station Wednesday. The complex was soaring southwest of Tasmania when the Falcon took flight.

Officials declared the launch a success ? even though one of the rocket's nine first-stage engines was lost during the ascent to orbit, due to an unspecified anomaly.

SpaceX President Gwynne Shotwell said the Falcon 9's other engines compensated for the shutdown and put the Dragon capsule precisely where it was intended to go. "Falcon 9 was designed to lose engines and still make missions, so it did what it was supposed to do," Shotwell said. "We will learn from our flights and continue to improve the vehicle."

Later Sunday, SpaceX's billionaire founder, Elon Musk, said the engine failure had "no effect" on the mission.

In more good news, a piece of space junk was no longer threatening the station, and NASA could focus entirely on the delivery mission.

NASA is counting on private business to restock the space station, now that the shuttles have retired to museums. The space agency's $1.6 billion contract with SpaceX covers 12 resupply missions through 2015.

Especially exciting for NASA is the fact that the Dragon will return twice as much cargo as it took up, including a stockpile of astronauts' blood and urine samples. The samples ? nearly 500 of them ? have been stashed in freezers since Atlantis made the last shuttle flight in July 2011.

Due for three weeks in space
The Dragon will spend close to three weeks at the space station before being released and parachuting into the Pacific at the end of October. By then, the space station should be back up to a full crew of six.

None of the Russian, European or Japanese cargo ships can bring anything back; they're destroyed during re-entry. The Russian Soyuz crew capsules have limited room for anything besides people.

Space Exploration Technologies Corp., or SpaceX, is working to convert its unmanned Dragon capsules into vessels that could carry astronauts to the space station in three years. Other U.S. companies also are vying to carry crews. Americans must ride Russian rockets to orbit in the meantime, for a steep price.

Musk, who monitored the launch from SpaceX Mission Control in Hawthorne, Calif., called the capsules Dragon after the magical Puff to get back at critics who, a decade ago, considered his effort a fantasy. The name Falcon comes from the Millennium Falcon starship of "Star Wars" fame.

Thousands watch launch
An estimated 2,400 guests jammed the Florida launch center to see the Falcon, with its Dragon, come to life for SpaceX's first official, operational supply mission. Across the country at SpaceX headquarters, about 1,000 employees watched via TV and webcast.

NASA Administrator Charles Bolden watched the launch from Florida. "Just over one year after the retirement of the space shuttle, we have returned space station cargo resupply missions to U.S. soil and are bringing the jobs associated with this work back to America," he said in a statement. "The SpaceX launch tonight marks the official start of commercial resupply missions by American companies operating out of U.S. spaceports like the one right here in Florida."

Every time SpaceX or a competitor flies successfully, Bolden told reporters, "that gives the nonbelievers one more opportunity to get on board and root for us" and help enable commercial launches for space station astronauts. This will further free NASA up to aim for points beyond low-Earth orbit, like Mars.

"This was a big night," Bolden said.

SpaceX's next supply run is due in January. Another company looking to haul space station cargo, Virginia-based Orbital Sciences Corp., hopes to launch a solo test flight in December and a demo mission to the station early next year. If NASA gives Orbital the go-ahead after its tests, the company would be in line for as much as $1.9 billion for eight resupply flights.

SpaceX is among several companies also working on spaceships capable of flying astronauts to and from the space station, starting in the 2015-2017 time frame. SpaceX plans to offer an upgraded version of the Dragon capsule. The other companies receiving NASA funding for developing human-capable spacecraft are the Boeing Co. and Sierra Nevada Corp.

Exclusive: Spain ready for bailout, Germany signals "wait" - sources

MADRID (Reuters) - Spain is ready to request a euro zone bailout for its public finances as early as next weekend but Germany has signaled that it should hold off, European officials said on Monday.

The latest twist in the euro zone's three-year-old sovereign debt crisis comes as financial markets and some other European partners are pressuring Madrid to seek a rescue program that would trigger European Central Bank buying of its bonds.

"The Spanish were a bit hesitant but now they are ready to request aid," a senior European source said. Three other senior euro zone sources confirmed the shift in the Spanish position, all speaking on condition of anonymity because they were not authorized to discuss the matter.

German Finance Minister Wolfgang Schaeuble has said Spain is taking all the right steps to overcome its fiscal problems and does not need a bailout, arguing that investors will recognize and reward Spanish reforms in due course.

Privately, several European diplomats and a senior German source said Chancellor Angela Merkel preferred to avoid putting more individual bailouts for distressed euro zone countries to her increasingly reluctant parliament.

"It doesn't make sense to send looming decisions on Greece, Cyprus and possibly also Spain to the Bundestag one by one," the senior German source said. "Bundling these together makes sense, due to the substance and also politically."

Participants said there were tense exchanges at a euro zone ministerial meeting in Cyprus in mid-September when Schaeuble told his peers Berlin could not take another bailout for Spain to parliament so soon after lawmakers approved up to 100 billion euros ($129 billion) to help Spanish banks in July.

Asked about the reports that Germany was urging Spain to wait, a German government spokesman told Reuters: "Every country decides for itself. Germany isn't pushing in one direction or the other."

A spokeswoman for Spain's Prime Minister Mariano Rajoy said she was not aware of any veto from Germany for an aid request.

"What we are focused on is to get the decisions of the June summit on the banking union implemented. That would send a strong message of confidence to the markets," she said, referring to an EU decision to centralize oversight of the biggest banks to avoid a repeat of a crisis that has some of its roots in the banking system.

STALLING?

European sources said EU Economic and Monetary Affairs Commissioner Olli Rehn was to deliver a message to Spanish leaders on Monday that Brussels wants them to apply for assistance soon and will not impose onerous conditions beyond the reforms and savings measures outlined by the Spanish government.

Brussels is keen to avoid another paroxysm of the debt crisis by getting support to Spain before it is on the brink of being forced out of the bond market, at the risk of contagion spreading to Italy and other euro zone states.

Rehn met Prime Minister Mariano Rajoy and Economy Minister Luis de Guindos in Madrid and said afterwards the conditions of any aid program were well known to all euro zone governments.

"Conditions would be based on country-specific recommendations that were decided for all 27 EU member states in July and there would be a clear set of policy priorities and clear timelines on the basis of these country-specific recommendations," he told a news conference.

Euro zone officials are considering a so-called Enhanced Conditions Credit Line that would keep Spain in the credit markets with support from the euro zone rescue funds in the primary bond market and from the ECB in the secondary market.

Rajoy is eager to avoid the political humiliation of conditions being imposed from outside and enforced by the "troika" of inspectors from the International Monetary Fund, European Commission and European Central Bank that has supervised programs for Greece, Ireland and Portugal.

There has been widespread speculation that Rajoy was stalling a bailout bid until after October 21 regional elections in his home state of Galicia and the Basque Country.

But diplomats said it was German discouragement, not Spanish pride, that was now holding back a request for assistance.

One senior European diplomat said the Spanish position was: "We are in favor if everyone else accepts."

Madrid did not want to risk submitting an application and having Berlin rebuff it by raising unacceptable conditions such as deep pension cuts or procedural obstacles, he said.

The senior euro zone source said Spanish leaders had understood that making a move now was the best way of avoiding losing market access and being forced into a full state bailout.

"The German U-turns have convinced the Spanish they could end up in the not too distant future in the same position as Greece, Portugal or Ireland - shut out of the markets and with a very harsh adjustment program," the source said.

The Spanish government said it would enact 43 structural reforms over the next six months and Brussels said the detailed timetable goes beyond what the Commission has asked of Spain and is an ambitious step forward.

Rehn said he was fully confident Spain would take the necessary steps to restore the economy to health and added it must continue reforming its pension system, linking retirement age to life expectancy.

Rajoy has said pensions are the last thing he would cut as he introduces sweeping savings through the social security system, though he has said he would introduce a new law on pensions before the end of the year.

Spain needs to refinance some 29 billion euros in maturing debt -- including 9 billion in short-term paper -- by the end of this month.

The senior euro zone source said that under one scenario under consideration, Spain was ready to submit the request at the weekend, with German agreement, so euro zone finance ministers could discuss it at their next regular meeting in Luxembourg next Monday.

Failing that, Madrid could make the application before an EU summit in Brussels on October 18-19, but euro zone partners such as France and Italy, which are pushing for an early decision, would not want it to drag on beyond then, the source said. ($1 = 0.7749 euros)

One out of 10 smartphone buyers returned their phones in the past year, with many buyers saying the reason was because the device was defective.

The return rate is the highest of consumer electronic devices, says The NPD Group in a new report, "Consumer Electronics Product Returns," which finds that approximately 18 million U.S. consumers returned an electronics product in the past year.?In comparison to smartphones, 4 percent of flat-panel TV buyers returned or exchanged their sets.

The NPD Group?said of those returning their smartphones,?57 percent said they main reason they took it back was because the device was defective, but that almost half said something could have been done to prevent the return.

Among the top three "preventative measures," NPD said: "a service plan or warranty, better after-purchase support from the retailer, and more explanation from an in-store sales person."

For many who take their smartphones back, "new features like touchscreens, sensors, and Internet connectivity have made electronics devices more complicated to set up and use for some, thus creating the perception of product defect," said?" said Ben Arnold, director of industry analysis at NPD, in a?statement.

?Making sure the consumer knows how to use their new device, whether it be a smartphone or a PC, and knowing how to use it before they leave the store helps increase product and retailer satisfaction," he said.?"Earlier this year our?Tech Support Services Study?found a majority of consumers used tech support for troubleshooting and how-to-support, not for product repair, just more evidence that these devices are working but that consumers are having trouble operating them.?

NPD?did not ask the 2000 adults surveyed last?May about?brands?or types of smartphone, a spokesperson for the research firm told NBC News.

Bloomingdale High School history teacher James Pepe, 55, was arrested Thursday for allegedly trying to hire a hit man to murder a former colleague.

A high school history teacher in Florida has been arrested for attempting to hire a hit man to kill a former colleague, police said.

Plant City, Fla., police arrested James Peppe, 55, of Tampa outside of Bloomingdale High School in Valrico, Fla., as classes were being let out Thursday after he allegedly tried arrange to have his one-time friend and colleague murdered.

Police say the relationship between Pepe and Robert Meredith, an economics teacher, deteriorated as they worked together at Strawberry Crest High School. Pepe reportedly suspected Meredith was spreading rumors about him, and Pepe eventually transferred to a different school. Meredith stayed at Strawberry Crest.


But their feud continued, and police began investigating the case in August after they received a call from a man who told them he was concerned over several recent phone calls with Pepe during which Pepe allegedly tried to hire him to kill Meredith. The caller said he had been a friend of Pepe?s for more than 40 years. ?

Plant City Police detectives started working with the FBI to track down Pepe, and during a telephone call on Sept. 13, Pepe told an undercover officer that he ?had an issue he might need taken care of,? and he was willing to pay $2,000, police said. That telephone call was followed by a second phone conversation during which the undercover officer attempted to arrange a meeting with Pepe.

Pepe declined to meet in person but said he still wanted the Meredith murdered, police said.

Pepe faces a charge of solicitation of first-degree murder. He is being held without bond at the Hillsborough County Jail.?
