U.S. Department of Labor Secretary Hilda L. Solis visited BMCC on Monday, observing a Health Information Technology computer lab in the campus?s main building at 199 Chambers, and holding a press conference in Fiterman Hall.
The backdrop for Secretary Solis?s remarks was Fiterman Hall?s sweeping overlook of the gleaming, partially built World Trade Center?a fitting symbol for the economic revitalization she referenced as she congratulated BMCC for having received a $3 million health services training grant through the Labor Department?s Trade Adjustment Assistance Community College and Career Training Program.
The Department of Labor released $500 million in grants to community colleges and universities across the country, and BMCC received the largest grant of its kind in Downstate New York.
The Secretary of Labor goes to class
Secretary Solis?s visit began in a Health Information Technology computer lab on BMCC?s main campus. She shared with students that she is the daughter of immigrant parents, the first in her family to attend college.
?President Obama is so excited about community colleges,? she said. ?He?d be pleased to see your faces?and be proud.?
Students listened raptly from their computer terminals. ?I like this proposal and I?m glad it?s coming to the college,? said HIT major Anissa Phillip. ?I wanted to go into the health information field, but I was told I needed to have a bachelor?s degree. Now, with this program you can start from the lower level and work your way up.?
Credentials students earn through the newly funded program will be ?stackable,? Secretary Solis explained, and lead to a one-year certificate as a Health Informatics Specialist. In addition, she said, ?the coursework and internship credits will all count toward an associate degree if students choose to continue their education.?
In other words, said John Montanez, BMCC?s Dean for Grants and Development, the 36-month project ?will allow the college to align its non-credit health care programs to serve as feeders for its one-year certificate program in Health Informatics Technology.?
He added that it will allow BMCC to create career paths for dislocated workers, ?while meeting the critical shortage of skilled labor in the health care industry.?
?Tickets to employment?
?With this grant,? said Secretary Solis, ?BMCC will develop cutting-edge certificate programs to train medical assistant specialists, medical billing and coding specialists, and specialists in electronic health records and health informatics.?
Students will complete the program, she said, ?with industry-recognized credentials, or as I like to call them, ?tickets to employment?.?
They will also build valuable skills through internships will be provided by the project?s training partners.
?BMCC has put together a great coalition,? said Secretary Solis, one that is comprised of employers, members of the public workforce system, and others including the NYC Veterans Administration, New York University Langone Medical Center, and Upper Manhattan Workforce 1 Career Center.
A recession-proof career path
?This field?health care?is recession proof, and keeps growing,? said Secretary Solis. ?Everything is going to be computerized, and programs such as this one are the most cost-efficient way to get credentials.?
The program will serve approximately 450 individuals from groups disproportionately impacted by the recession?U.S. military veterans, immigrants, the elderly, the physically disabled, and other individuals determined to upgrade their employability and skill sets.
?Heath care remains the country?s fastest growing sector,? said Dean of Continuing Education Sunil Gupta, ?with 3.2 million jobs projected in the next six years.?
The electronic health records industry alone, he said, ?is short 51,000 workers, and over 200,000 new jobs will be created over the next five years through the Obama Administration?s Healthcare Reform Act. We want our students to be poised to take full advantage of these trends?and not just find jobs, but start careers.?
A modern model in workforce development
New Yorkers are ?resilient,? said Secretary Solis. ?They?ll go back to school if the program is affordable and they have the confidence it will lead to a job once they graduate.?
Those jobs are often ?middle-skill? jobs, she said, and ?require more than a high school diploma, but less than a four-year college degree. They are jobs that pay wages you can raise a family on. Actually, they?re more than just jobs. They?re pathways to better-paying careers.?
The Department of Labor is implementing and administering the program in coordination with the Department of Education.
?It?s the modern model in workforce development,? said Dean Gupta, ?not just training, but training and education. Students will be able to carry credits earned into degree programs and throughout their career. We are extremely grateful to the Department of Labor for giving us this opportunity to serve individuals in New York City looking for employment in fields that will provide a fair living wage.?
Keeping dreams alive
BMCC President Antonio P?rez welcomed Secretary Solis and her staff and accompanied them on their classroom visit and tour of Fiterman Hall.
He thanked the Secretary for ?inviting BMCC to join with the U.S. Department of Labor in creating something of great importance to America?jobs, jobs and more jobs.?
At the close of the event, President P?rez presented the Secretary with an historic artifact, a commemorative bolt removed from the original Fiterman Hall which was destroyed when World Trade 7 fell against it on 9/11. That building was razed in 2009 and rebuilt, opening for its first semester of students in August, 2012.
?This nut and bolt once held together Fiterman Hall, the BMCC building destroyed by the attacks of 9/11,? he read from the inscription on the Plexiglas-encased bolt. ?Thanks for keeping alive the dreams of our students.?

Earlier this year, a New York Court issued a ruling ?against a film producer that?s troubling not just for the losing defendant, ?but provides a cautionary tale for countless others who do business relying on their small, undercapitalized corporations and LLCs to protect them if things go awry.
In Carlone v. The Lion & The Bull Films, Inc., the Southern District Court of New York ??pierced the corporate veil? of the defendant company. ?The Plaintiff, it seems had provided a loan of $115,000 toward the budget of a motion picture, and when the production company failed to repay the loan as promised, Plaintiff sued? ?not just the company, but also its principal. ?
Here?s what went wrong for the man behind the company. ?The ?corporation was thinly capitalized, having only a few dollars in the bank when formed, and no other assets. ?It hadn?t conducted any business other than the financing deal for the film, nor did it have a separate corporate headquarters, instead operating out of the producer?s home. ? ?Additionally, the company hadn?t conducted itself according to the usual corporate formalities, holding no formal board meetings, keeping no minutes, ?etc.
So, the Court essentially treated the company as a sham, (as the producer?s ?alter ego?) ?and held the producer personally liable for the company?s failure to pay back the loan.
The takeaway from this? ? ?Merely having the company isn?t enough to ensure that the corporation protects its owners from liability. ?Each State?s law is a little bit different, but the principles behind this doctrine of ?piercing the corporate veil? are well established. ?Corporations need to be properly capitalized, observe formalities, and to treat business with the proper solemnity. ?Shareholders and Directors must take pains to avoid the inference that the company is being used for personal purposes. ? ? ?

The judges praised her for getting into the character of the dance, but dinged her on technique and content. ?There wasn?t enough work there for me to praise you,? complained judge Bruno Tonioli. ?You need to work harder!?
The actress admitted that the criticism of her performance was correct. ?I?ve been traveling a lot, and they?re right, I need to rehearse more,? she said earlier on elimination night.
When it was revealed Pam had the lowest combination of judges? scores and viewer votes, she was teary eyed but prepared to accept being the first all-star contestant to be shooed from the ballroom. ?I was ready for it for sure. We got the lowest score,? the actress said. ?We?re going to dance together again. It doesn?t end here.?
Though her elimination was far from unexpected, there was a bit of drama courtesy of Emmy-award winning host Tom Bergeron. The Libertarian Party's candidate reported this week that its candidate for president, former New Mexico Gov. Gary Johnson, will be on the ballot in 47 states this November. There are court challenges pending in the three remaining states -- Michigan, Oklahoma and Pennsylvania.
Although Johnson isn't making much headway in the polls -- a CNN poll released this week found only 3 percent of likely voters said they would vote for Johnson -- Public Policy Polling reports he's polling at 7 percent in both Colorado and Nevada, two key swing states where he could be a spoiler for Republican presidential candidate Mitt Romney.
Johnson, who first ran as a candidate for the Republican Party, dropped out of the Republican race and accepted the Libertarian Party nomination in May. But Johnson, who supports marijuana legalization and gay marriage, has the ability to take Democratic votes away from President Barack Obama, while still maintaining his appeal for some tea partyers and Paul supporters who would otherwise likely vote Republican.
A majority of Johnson's base appears to be located in the Rocky Mountain West. According to the Center for Responsive Politics, about 22 percent of contributions to his campaign surpassing $200 come from Arizona, New Mexico, Colorado, Utah, Wyoming, Idaho and Nevada.

MOSCOW (AP) ? Russia's commissioner for the rights of entrepreneurs said Wednesday he will combat illegal prosecutions and biased court rulings against businessmen.
President Vladimir Putin set up the ombudsman's post in June in a bid to address investors' concerns about the country's investment climate. Russia is ranked 120th in the World Bank's Doing Business Index, between Cape Verde and Costa Rica, reflecting how difficult it is to operate in the country.
Thousands of businessmen have been jailed across Russia on charges trumped up by corrupt officials, some of whom use their powers in order to seize businesses from their owners.
In the most publicized case, lawyer Sergei Magnitsky died in jail in 2009 after he accused police officers of seizing assets from the firm he was working for.
Commissioner Boris Titov, a former chairman of the well-respected business lobby Delovaya Rossiya, said on Wednesday that his main mission in the new job is "the safety of doing business in Russia," so that no one will have to lose their business because of corrupt or heavy handed officials.
Russian authorities, including Putin, have pledged support and a friendly environment business for years, but their promises have not matched the reality. Titov met with a group of Moscow-based European businessmen to address their concerns on Wednesday, assuring them this time the government "has a genuine desire to support business people and solve their problems."
Titov said that the current "business climate in Russia is inadequate" for an economy striving for "ambitious goals of developing a strong economy ? an economy of private business, a competitive economy."
Although Titov was appointed commissioner in June, he will not enjoy all of the powers of his post until December when he will finally be able to represent business owners in courts, file claims on their behalf and suspend rulings of tax and customs bodies pending a court decision.
Russia been a difficult place to do business, but a booming market and high returns have outweighed concerns for many investors. Thousands of foreign businesses have entered the Russian market with a hope for a change in the business environment but most of them are patient in waiting for these changes to materialize.
Georges Barbey of chemicals producer Lanxess said that the problems that Russia faces are typical of any developing economy, and foreign investors understand that in a country as big as Russia any changes are slow to come. But a tangible improvement could attract new investors who are not prepared for an expensive market entry.
"The less bureaucracy there is, the less corruption is induced, the cheaper it will be for companies to come forward."

Toronto Tax collectors and insurance agencies trying to boost honest reporting could improve compliance simply by asking people to sign their forms at the beginning instead of at the end.
That's because attesting to the truthfulness of the information before a form is filled out tends to activate people's moral sense, making it harder for them to fudge their numbers after, says a new paper.
"Based on our previous research we knew that an honour code is useful, but we were wondering how much the location mattered," says Nina Mazar, an assistant professor of marketing at the University of Toronto's Rotman School of Management. Prof. Mazar co-wrote the paper with Lisa L. Shu of the Kellogg School of Management, Francesca Gino and Max H. Bazerman of Harvard Business School, and Dan Ariely of the Fuqua School of Business.
Their conclusions were supported in three separate experiments. The largest, involving more than 13,000 U.S. auto insurance policy forms with over 20,000 cars, showed customers who signed at the beginning on average revealed a 2,428 miles higher usage (3907 km) than those who signed at the end more than a 10% difference. The researchers calculated that added up to a $48 or more differential in the two groups of customers' annual insurance premium per car.
Previous research has shown that people can use various forms of self-deception to avoid facing up to their own dishonest behaviour. But if their self-awareness is triggered before they are presented with an opportunity to lie, they are less likely to do it. Asking people to sign an honour code afterwards comes "too late," says the paper.
Where the signature is placed likely won't make a difference to individuals who have no intention of being honest, says Prof. Mazar. But given that in the U.S. there is a $345-billion gap between what people should be paying in taxes and what they claim, it's "unlikely" the gap is caused "by a few bad apples," she says.
"There are so many temptations around us," says Prof. Mazar. "Sometimes we do give in."
The paper was published in the Proceedings of the National Academy of Sciences of the United States of America, one of the world's most-cited multidisciplinary scientific serials.

In a campaign speech and a new TV ad, President Barack Obama was accusing Republican nominee Mitt Romney of failing to explain how he would pay for trillions of dollars in tax cuts.
Eying the possible electoral paths to victory, both campaigns are jockeying more in Wisconsin, a state that has long swung to Democrats in presidential elections.
Romney, in the midst of a campaign week that has slingshot him across the nation, was holding one event Wednesday ? at his own campaign office in Jacksonville, Fla. He was expected to make the case that the nation's debt is undermining job creation and economic growth.
Obama was heading west, to Nevada, where he planned to hit Romney and vice presidential nominee Paul Ryan with charges of secrecy. The Obama campaign says the two Republicans are refusing to tell voters how they could pay for tax cuts that disproportionately help the wealthy without having to gut deductions for middle-class taxpayers.
An Obama campaign ad making that point will start running in Iowa, Virginia, Nevada and Ohio. Those four states, plus Florida, New Hampshire and Colorado, continue to draw the most campaign time and money, with others states looming on the margins as possible toss-ups.
One of those is Wisconsin, home state of the Republican lawmaker Ryan, who will be holding a town hall in Green Bay, Wis., on Wednesday as the race in the state appears to tighten. For the first time, Obama's campaign was airing TV ads in Wisconsin, starting Wednesday. They come after Romney started running his own spots there Sunday.
Ryan and Vice President Joe Biden will also campaign in Ohio on Wednesday.
Tens of millions of voters in most parts of the United States are not being wooed directly, as their states are already considered to tilt clearly toward Obama or Romney. Obama appears to have more favorable paths to the required 270 electoral votes he needs for a second term, but in a shaky economy, he is in a hard fight.
With 55 days left until the election, Obama and Romney were keeping a steady pace of post-convention events, but hardly one that screamed urgency.
Romney spent much of his Tuesday in the air, flying from the Chicago area to Reno, Nev., for a speech on the legacy of the Sept. 11 attacks before moving onto Florida.
His morning event in Jacksonville is his only scheduled one Wednesday.
Obama devoted his Tuesday to Sept. 11 ceremonies in Washington on a day that was stripped of overt campaigning but clearly offered political messages from both candidates. On Wednesday afternoon, Obama was going to Las Vegas for one economy-themed rally at night before moving on to Colorado for an event there Thursday. Colorado and Nevada are key early-voting states.
Romney was splitting Florida duty with his wife, Ann, who was holding her own rally in Largo; former President Bill Clinton, meanwhile, was to campaign for Obama in Orlando.

Though Bangkok is justifiably proud of its own culinary heritage, this increasingly cosmopolitan city also has a fierce appreciation for international fine dining. At no time is this more readily apparent than during the annual World Gourmet Festival at the Four Seasons Hotel Bangkok. The event gives chefs from all over the world a chance to flaunt their skills and swap ideas, all for a good cause (a portion of the proceeds go to charity).
This year, a couple of us from Travel + Leisure Southeast Asia went behind the scenes to get a closer look at all the hard work that goes into bringing so many culinary superstars to one place. We took a sneak peek at the kitchens where the chefs chatted casually in a hodgepodge of languages while deftly chopping, stirring and frying some of the hundreds of dishes. Though we heard snippets of Thai, Italian, Spanish and English, no one seemed to have any difficulty communicating. After all, they all spoke at least one common language: food.
Back in the dining room, we had the chance to witness two live cooking demonstrations. Here?s our take on two very different dishes by two very different chefs.
Victor Quintill? Imbern?n Lluerna, Barcelona, Spain
The dish: Hailing from Barcelona, the undisputed capital of molecular gastronomy, and with experience working under Ferran Adri? at the famed elBulli, it was no surprise that Chef Imbern?n chose to prepare a somewhat unconventional dish. His deceptively simple-sounded zucchini curry turned out to be a clever East-meets-West creation.
The technique: The curry started, as many good things do, with copious amounts of butter and olive oil. Chef Imbern?n gently saut?ed diced onion, zucchini and spices until fragrant, then simmered everything with milk until the mixture reduced and was soft enough to force through an immersion blender.
Everything about the recipe seemed straightforward enough until this point. The fun began when Chef Imbern?n topped the puree with sperified globs of coconut cream and yellow curry paste. These texturally curious orbs?each with a liquid interior held together by a thin exterior film?are made possible thanks to a seaweed-derived compound called sodium alginate, an oft-used ingredient in molecular gastronomy. The chef then garnished the final dish with peanuts, julienned apple, cilantro, olive oil and edible flowers.
The verdict: The curry was a lovely display of Chef Imbern?n?s respect for Thai traditions, though with mostly European ingredients and techniques. The sperified coconut orbs added more than just an element of drama; they punctuated the otherwise mild puree with bursts of richness and flavor.
Igor Macchia La Credenza, Piedmont, Italy
The dish: While Barcelona may be known as one of the world?s most experimental food cities, Piedmont, the home of Chef Macchia?s Michelin-starred restaurant La Credenza, celebrates traditional cooking. Best known as the birthplace of the global Slow Food movement, this northern Italian region honors age-old techniques and high quality ingredients. Chef Macchia chose to showcase a northern Italian classic, risotto, with a contemporary presentation.
The technique: Risotto is a dish requiring patience and, in this case, the help of a couple of volunteers. Pichayanee, our Digital Media Manager stepped up to help the chef stir Arborio rice with stock. When the proper consistency had been achieved, Chef Macchia added roasted red pepper puree and generous handfuls of Parmigiano-Reggiano. He then plated the risotto and topped it with a vivid green spiral of parsley-emulsion and a dollop of anchovy-cream.
The verdict: The final dish was gorgeously presented and the pungent anchovy added a welcome contrast to the creamy risotto.
