American soldier who fled Iraq war weighing legal options after deportation order from Canada

TORONTO ? An American soldier who fled to Canada after she became disillusioned with the Iraq war is weighing her legal options after a ruling that would have her deported to the U.S.

?My biggest fear is being separated from my children and having to sit in a prison for politically being against the war in Iraq,? Kimberly Rivera told a news conference Friday.

Rivera was joined by a number of groups, including the War Resisters Support Campaign, Amnesty International and the Canadian Labour Congress, who urged Immigration Minister Jason Kenney to let Rivera, her husband and their four children stay in Canada.

Rivera?s lawyer Alyssa Manning said her client is considering appealing the ruling on her pre-removal risk assessment, which has ordered that she leave Canada by Sept. 20.

Manning said federal officials failed to consider the fact that Rivera has been outspoken about her opposition to the Iraq war when they evaluated her assessment.

Although the majority of those who flee the U.S. military are not jailed, the small percentage of soldiers who get sent to prison are those who are outspoken about their beliefs, said Manning.

?The risk that Kim faces as a public critic of the Iraq war has not been considered properly,? said Manning.

?We have spoken with the command at Fort Carson and they have explained to the Rivera family that they have every intention of detaining and then prosecuting (Rivera) upon her return.?

Manning said she expects Rivera would be sent to jail for two to five years.

But a spokeswoman for Immigration Minister Jason Kenney said the federal government does not believe the U.S. subjects its soldiers to persecution.

?Military deserters from the United States are not genuine refugees under the internationally accepted meaning of the term,? said Alexis Pavlich, the minister?s press secretary, in an email.

?These unfounded claims clog up our system for genuine refugees who are actually fleeing persecution.?

Rivera is also considering asking the government to delay her deportation while her humanitarian and compassionate grounds application is still being weighed, said Manning.

?That application raises concerns such as the best interests of the four minor Rivera children,? said Manning.

Rivera, who lives in Toronto with her family, came to Canada in 2007 to avoid further military service. She had initially arrived while on leave but then applied for refugee status.

Rivera said she grew to oppose the Iraq war while she was taking part in it, and even stopped carrying her rifle with her.

?I got in trouble for not carrying my rifle, so then I just secretly stopped carrying my ammunition,? said Rivera.

The War Resisters Support Campaign said two other Iraq war resisters who were deported, Robin Long and Clifford Cornell, faced year-long jail sentences upon their return.

Iran has doubled its underground nuclear capacity, watchdog says

VIENNA (Reuters) - Iran has doubled the number of uranium enrichment centrifuges it has in an underground bunker, a U.N. report said on Thursday, showing Tehran continued to develop its nuclear program despite Western pressure and the threat of an Israeli attack.

In the weeks and months when Israeli politicians increased their talk of air strikes on Iran's nuclear sites, the Islamic Republic was rapidly increasing the enrichment capacity of its Fordow site, buried deep underground to withstand any such hit.

The U.N. International Atomic Energy Agency also said in its quarterly report on Iran that buildings had been demolished and earth removed at a military site the IAEA wants to inspect, in what Western diplomats see as a determined effort by Tehran to remove any evidence of illicit nuclear-linked activity there.

These "extensive activities" at the Parchin complex, the Vienna-based U.N. agency added, would significantly hamper its investigation there, if and when inspectors were allowed access.

In another sign of Iranian stonewalling of the IAEA's inquiry into suspected atom bomb research, it said "no concrete results" had been achieved in a series of high-profile meetings with Iranian officials this year aimed at allaying concern about the country's nuclear ambitions.

"Iran's continued enrichment activities ... serve to taunt all those in the international community concerned by Iran's nuclear program," a senior Western diplomat said.

The report said that the number of centrifuges at Fordow, near the holy Shi'ite Muslim city of Qom, about 130 km (80 miles) from the capital Tehran, had more than doubled to 2,140 from 1,064 in May.

The new machines were not yet operating, it said.

Iran's supreme leader repeated this week that Iran's nuclear program was entirely peaceful. "Our motto is nuclear energy for all and nuclear weapons for none," Ayatollah Ali Khamenei told a developing nations summit in Tehran.

But the expansion in enrichment infrastructure and the increasing in stockpiles of potent nuclear material revealed in the report will do nothing to ease fears or reduce the diplomatic and sanctions pressure on Iran.

PARCHIN "LANDSCAPING"

The IAEA report may strengthen a belief in Israel - which sees Iran's nuclear program as an existential threat - that the West's tougher economic sanctions against Iran this year are failing to make Iran curb its nuclear work.

"This report corroborates what (Israeli Prime Minister Benjamin) Netanyahu has been saying for years now," an Israeli official said, referring to his view that the diplomatic process had only given Iran more time to pursue its program.

The IAEA said that Iran had produced nearly 190 kg (418 pounds) of higher-grade enriched uranium since 2010, up from 145 kg in May. The total output of low-enriched uranium since 2007 stood at almost 6.9 tonnes, an amount which experts say would be enough for five bombs or more if refined much further.

Iran says it needs the higher-grade material - which is much purer than fuel needed for electricity generation - for a medical research reactor, but it also takes it significantly closer to making potential bomb material.

The amount Iran already has would be enough to fuel the medical reactor for 10 years, an official familiar with the report said, questioning the need for more such uranium.

The IAEA expressed deepening concerns about Parchin, a military site south of the capital that it wants to inspect for evidence of past nuclear weapons development tests. "Significant ground scraping and landscaping have been undertaken over an extensive area at and around the location," it said.

Five buildings had been demolished and power lines, fences and paved roads removed, the report said, activities that would hamper its investigation if granted access.

"The activities observed ... further strengthen the agency's assessment that it is necessary to have access to the location at Parchin without further delay", the IAEA said.

Iran says Parchin is a conventional military facility and has dismissed the allegations about it as "ridiculous".

In a letter to the IAEA dated August 29, Iran said "the recent activities claimed to be conducted" near the site of interest to the IAEA have "nothing to do with it."

Foreign Minister Ali Akbar Salehi, meeting U.N. Secretary-General Ban Ki-moon in Tehran on Thursday, was quoted by Iranian state television as saying: "The West has put sanctions on Iran for years, however the Iranian nation continues to resist and make progress."

PG&E settles with San Bruno victim for $2.5 million: report

(Reuters) - Court-sealed documents accidentally posted online by a California court revealed that PG&E Corp settled with a teenage victim of the 2010 San Bruno pipeline blast for nearly $2.5 million, according to a newspaper report.

The link to the "San Bruno Pipeline Coordinated Case" on the San Mateo County Superior Court website had been taken down as of Thursday. Tim Benton, director of information technology for the court, said it would be available again in the near future, and that the accidental document posting had been corrected.

Benton said in an email that the court's redaction technology for sealed documents failed. "We are researching the cause of the technology failure and will implement an enhanced process that contains several checkpoints to ensure that these problems will not occur in the future," he added.

The San Mateo County Times reported that the documents posted on the court website showed the utility paid the teenager, a girl, $1.8 million, plus $677,700 to cover her attorneys' fees and $19,400 for medical expenses.

The pipeline blast on September 9, 2010, left her with second- and third-degree burns that required extensive treatment and would likely leave scars, the newspaper said, citing the lawsuit.

It was a year ago on Thursday that investigators released a report blaming PG&E's lax approach to pipeline safety and weak government oversight for the blast, which destroyed 38 homes, killed eight people and injured dozens more.

The documents, which had been sealed by court order, were filed on July 18, according to the newspaper.

Does evangelical support for Mitt Romney require them evangelicals elevate political partisanship over theological integrity? ?Does this show that evangelicals are willing to compromise their core theological beliefs in service to their political agenda?

I don?t think so ? but some have suggested it does. ?As the Republican national convention is underway, it?s worth revisiting this issue:

Jonathan Merritt wrote back in early June:

What?s surprising in 2012 is the relative lack of anxiety on the other [non-Mormon] side, among evangelicals who for years considered Mormonism a ?cult? that was to be feared, not embraced.

In fact, the relative ambivalence among prominent evangelicals about this new ?Mormon moment? ? and the fact that Romney?s campaign could mainstream Mormonism right into the Oval Office ? could radically shift the dynamics on America?s political and religious landscape.

My friend and Patheos blogger Scot McKnight?said that Merritt ?nails it.? ?He goes on: ?the evangelical voice has grown strangely silent on Romney?s Mormon faith, and it is for one reason: politics too often matters more.?

I disagree. ?Conservative evangelicals (progressive evangelicals are another matter, of course) are supporting Romney because they?re showing a measure of political maturity.

First of all, evangelicals like myself who supported Romney throughout the primary know that other evangelicals were hardly holding their fire when it comes to Mitt?s Mormonism. ?I can?t tell you how many emails and messages I received informing me that Mormonism is a cult and that supporting Romney for the GOP candidacy was doing the devil?s work. ?Robert Jeffress is commonly cited as the voice of the evangelical extreme on this issue,?but while I stringently disagreed with labeling Mormonism a ?cult,? what Jeffress articulated at the Values Voters Summit in 2011 was a reasonable position: Given two equally qualified conservatives candidates, one Mormon and the other evangelical, he would prefer an evangelical. ?But Jeffress made clear even then that, were Romney to win the nomination, he would have Jeffress? full support over against Barack Obama.

Let?s not forget that some Christian conservatives were so concerned by what looked like the increasingly likely prospect of a Romney presidency that they rallied in a Texas conclave in order to come to a consensus on an alternative to support. ?While Romney?s representatives were invited, the conclave was a microcosm of the primary, where social conservatives lurched from one bad candidate to another, in search of a Not-Mitt to support.

Once he won the primary, however, was it hypocritical of conservative evangelicals then to support Romney? ?Are they showing that they care more about the election of a conservative than the salvation of souls?

Of course not. ?There?s no compelling reason to believe that Mitt?s election would lead more people to convert to Mormonism. ?George W. Bush did not make Methodism more popular, and Barack Obama has not made the United Church of Christ more popular. ?There?s no evidence that John F. Kennedy swelled the ranks of the Mormon church, and no one seemed terribly concerned that Joseph Lieberman as Vice President would lead more people to become Jewish.

Granted, you might say, but Mormonism is on the fringe in a way that Methodism and Catholicism are/were not. ?This would ?mainstream? Mormonism, and thus would lead more people to take Mormonism seriously as a religious option. ?To which I say: So what? ?Let them learn about Mormonism and make a decision. ?I?m not afraid of people learning more about Mormonism and its distinctives from historic Christianity. ?And if Americans learn that Mormons are by and large ordinary and honorable people, that?s a good thing, in my book. ?Besides, a Mitt Romney presidency is just as likely to turn people off from Mormonism as it is to turn them on.

Perhaps evangelicals are supporting Romney because they understand that they?re voting for a President and not a Pontiff. ?Perhaps they?re supporting Mitt for the Presidency because, you know, they actually think he?d be a better President than Romney. ?Seems perfectly reasonable to me. ?While I would be uncomfortable with a satanist in the White House because I do fear that his fundamental values and beliefs would lead him to make decisions I would regard as morally objectionable, I have no reason to believe that the distinctive Mormon christology would lead Romney to make the wrong executive decisions.

Evangelicals are supporting Romney because they?re grownups. ?Many wanted someone else to win the primary, but evangelicals are not merely mashing their sour grapes. ?They?re supporting the man who is, by a hundred miles, a far better man for the White House than Barack Obama. ?We recognize the importance of evicting Obama from the White House; we understand they we?re not endorsing a theological but electing an executive; and we?re prioritizing issues like protecting the unborn and rebuilding a flourishing economy and culture over having someone in the White House who thinks about the Trinity in the same way we do.

That?s not hypocrisy. ?It?s maturity.

Romney?s speeches at places like Liberty University have made a difference, as Romney has begun to project the kind of full-orbed vision of American renewal, from its moral and cultural roots to its families and communities and businesses and economy, that conservative evangelicals are eager to support. ?Obama?s decisions and statements with regard to the HHS mandate and same-sex marriage have only strengthened evangelical support for Romney as well.

In the last analysis, evangelicals find themselves facing in this election just as they have for two generations this inexorable logic: (a) Abortion is the supreme moral issue of our time. ?(b) The Democratic Party is unequivocally the party of abortion. ?(c) Electing a Democrat (even a pro-life one, which Obama is not) is strengthening the party of abortion and prolonging the abortion regime in America. ?(d) Ergo, the only hope for serious progress on the abortion issue is in electing Republicans.

But it?s not only the abortion issue. ?On many issues, Romney gives conservative evangelicals the best chance for progress. ?When you consider the fact that he is also a man of extraordinary personal integrity, even more remarkable intelligence and competency, and an extremely successful business leader with precisely the kind of economic experience this country needs, there?s no question why conservative evangelicals would support Romney. ?Because they?re not stupid.

While investigations are continuing into the circumstances of the deaths, ACTU Assistant Secretary Michael Borowick said it was not appropriate for the offshore petroleum industry to have a different health and safety regime than the rest of the workforce.

?We need to get to the bottom of this tragedy, but unfortunately, unions have been warning for some time that the offshore petroleum industry is an accident waiting to happen,? Mr Borowick said.

?The harmonised OHS laws should be extended to the offshore petroleum industry, so that workers in the industry can have the same standard of training and regulation as other workers.

?Occupational health and safety representatives in the offshore industry do not have the same rights to OHS training or access to OHS experts as on-shore representatives.

?The offshore regulator, the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA), has taken a completely hands-off approach to policing its patch, putting workers at risk every day on the job.

?Until the new OHS laws are extended to the offshore industry, workers and their families cannot be confident they are protected as well as they could and should be.

?The lack of inclusion of offshore workers in these laws, combined with the hands-off approach of NOPSEMA, frustrates the involvement of workers and their unions in improving health and safety in a very dangerous industry.

?We cannot fathom why the Federal Government has one set of laws for workers on dry land, and a cavalier attitude and different laws in the dangerous offshore industry.?

iMore's Rene Ritchie?? who has a credible track record when it comes to nailing down Apple event dates and topics?? suggests that the new smartphone will ship nine days after it is announced, on Sept. 21. This date?does line up with?what we've been hearing for a while, so we're keeping it circled on our calendars for the time being.

The smaller iPad
As if all the iPhone gossip isn't enough, there's also been much talk about a smaller iPad making an appearance during Apple's September event.

Based on the most reliable reports, this tablet should be close to eight inches diagonally (rather than 9.7 inches like the current models), offer a plain (non-Retina) display, and be priced in the $250 range (to compete with Google's Nexus 7).

Leaked parts suggest that the device will use a 19-pin connector like the next-generation iPhone and be offered in your choice of black or white.?Both 9to5?Mac's Seth Weintraub and Apple watcher?John Gruber?agree that chances are high that this smaller tablet will look a lot like a large iPod Touch, with?a smaller bezel.

The important thing to keep in mind
Apple rumors ? or tech rumors in general, for that matter???are frustrating beasts. They tend to come from anonymous sources who may or may not be familiar with matters, briefed on plans or even fully coherent. They can sometimes spin out of control and lead people to believe?that the next iPhone will cost $800?or be made of?a material that's not quite ready for primetime.

We try our best to assess rumors by using a magical formula which relies on the?track record?of a source or reporter, the habits of the folks in Cupertino, plain ol' logic, and experience.

We frequently reach out to the folks at Apple and ask them if they're feeling crazy enough to?chit-chat about their upcoming products, but it's their policy not to address such rumors.

So when all else fails, we often lean on this reporter's favorite movie quote: "A rumor's not a rumor that doesn't die."

Particularly persistent rumors tend to pan out ... except when they don't.?

The Caribbean islands have been pushed east over the last 50 million years, driven by the movement of the Earth's viscous mantle against the more rooted South American continent, reveals new research by geophysicists from USC.

The results, published today in Nature Geoscience, give us a better understanding of how continents resist the constant movement of the Earth's plates ? and what effect the continental plates have on reshaping the surface of the Earth.

"Studying the deep earth interior provides insights into how the Earth has evolved into its present form," said Meghan S. Miller, assistant professor of earth sciences in the USC Dornsife College of Letters, Arts and Sciences, and lead author of the paper. "We're interested in plate tectonics, and the southeastern Caribbean is interesting because it's right near a complex plate boundary."

Miller and Thorsten W. Becker, associate professor of earth sciences at USC Dornsife College, studied the margin between the Caribbean plate and the South American plate, ringed by Haiti, the Dominican Republic, Puerto Rico and a crescent of smaller islands including Barbados and St. Lucia.

But just like the First Law of Ecology (and time travel), when it comes to the earth, everything really is connected. So to study the motion of the South American continent and Caribbean plate, the researchers had to first model the entire planet ? 176 models to be exact, so large that they took several weeks to compute even at the USC High Performance Computing Center.

For most of us, earthquakes are something to be dreaded. But for Miller and Becker they are a necessary source of data, providing seismic waves that can be tracked all over the world to provide an image of the Earth's deep interior like a CAT scan. The earthquake waves move slower or more quickly depending on the temperature and composition of the rock, and also depending on how the crystals within the rocks align after millions of years of being pushed around in mantle convection.

"If you can, you want to solve the whole system and then zoom in," Becker said. "What's cool about this paper is that we didn't just run one or two models. We ran a lot, and it allowed us to explore different possibilities for how mantle flow might work."

Miller and Becker reconstructed the movement of the Earth's mantle to a depth of almost 3,000 kilometers, upending previous hypotheses of the seismic activity beneath the Caribbean Sea and providing an important new look at the unique tectonic interactions that are causing the Caribbean plate to tear away from South America.

In particular, Miller and Becker point to a part of the South American plate ? known as a "cratonic keel" ? that is roughly three times thicker than normal lithosphere and much stronger than typical mantle. The keel deflects and channels mantle flow, and provides an important snapshot of the strength of the continents compared to the rest of the Earth's outer layers.

"Oceanic plates are relatively simple, but if we want to understand how the Earth works as a system ? and how faults evolved and where the flow is going over millions of years ? we also have to understand continental plates," Becker said.

In the southeastern Caribbean, the interaction of the subducted plate beneath the Antilles island arc with the stronger continental keel has created the El Pilar-San Sebastian Fault, and the researchers believe a similar series of interactions may have formed the San Andreas Fault.

"We're studying the Caribbean, but our models are run for the entire globe," Miller said. "We can look at similar features in Japan, Southern California and the Mediterranean, anywhere we have instruments to record earthquakes."

Vibrant and growing. ?Our friends at Fortify.vc have been actively working to accelerate this growth and we?re proud to be a part of it.

How did you come up with the idea for Monthsof.Me?

The idea for MonthsOf.Me (internally known as ?MoM?) came shortly after the birth of RJ?s fourth child, Genevieve. Like most parents RJ was taking hundreds of photos and videos to document Genevieve?s early months and share them with family and friends. It didn?t take long for him to realize existing networks were not designed to fulfill his need; they lacked privacy, organizational options and provided little to no personalization. MonthsOf.Me was born.

What problem does MonthsofMe solve?

MoM aims to solve three problems, 1) Easy organization of memories posted on multiple services and devices. ?2) Simplify the selective sharing process without negatively impacting relationships (ie ? in one click with no additional setup you can connect with a person and show them only public items). ?3) My favorite, personalizing groups of memories into what we call visual stories. ?Members can group selective memories into a story, share and/or invite friends to collaborate on the story and personalize the display similar to a Tumblr blog.

What?s one dilemma you?ve encountered in the startup process?

Whether to launch early on a sub-par UI or wait. ?This was a tough decision, we had all the backend functionality ready to go but our front-end design and user experience was awful (IMHO). ?Most advice you get and articles you read say launch and release early and often. ?I absolutely agree with this?Philosophy?however, I also believe in making a good first impression. ?This was an internal battle (with myself) whether or not we should launch and keep improving. ?The decision was made to revamp and launch. ?This is what we?ve done, I think it was the right decision, our testers have responded positively and commented on the improved approach. ?To be taken seriously as a company on the web these days UI is up front and center? if people dont like how you look they will click away without giving the application a chance. ?We?ll see how it all turns out.

What?s one challenge you?ve overcome in the startup process?

Just one? ?My gosh, creating a startup is the most challenging?endeavors?one will undertake. ?Personally, having to take a step back to move two forward. ?At the end of 2011 we were out of funds, had several thousand dollars in legal and design bills, I had no personal income coming in and had used every ounce of savings to get us to that point. ?We also were expecting our fifth child in December, had birthdays and of course the holidays to provide for my four other children. ?It was a dark time but we made it through. ?I had to pick up side work to support my family, pay the bills and most importantly continue to move the product forward. ?Some people might ask why we didnt simply go raise more funding, and we did this a little bit but personally I?m not going to ask someone to invest for the first time or follow on?s until I?m confident we can deliver on our promises. ?At that point I was questioning just about everything to do with the business including my personal capabilities. ?They say sometimes you have to fall down to pick yourself up and move forward. ?This was a tough?exercise?but one personally I?m stronger for having gone through and in the end we?re delivering a far superior product. ?I hope once your readers visit monthsof.me and test it out they will agree.

What?s the first thing you would do for Monthsof.Me with a one million dollar investment?

Hire our contractors! ?We?ve been blessed with finding some amazing people and they know the first thing we?ll do is hire them. ?After that continue focusing on our UI in a tablet first way and build out native applications for various platforms including television.

Mrs. McQuinn, please tell me about you and how long have been in the non-profit business?

I have been in the non-profit sector for about thirty years and have help, developed and open about eight non-profits in the last twelve years.

What is Community Wellness Center?

Community Wellness is a transformative movement to help heal and strengthen our communities through intentional and proactive mindfulness our ?inside out? approach provides a framework that connects our mind, body, and actions towards dignity, sustainable mindfulness, and community connectedness. Community Wellness believes in self-transformation through meditation and does not practice any religion.

How do you balance your position as a small business owner?

Life is a balancing act by itself. Going to work, getting the kids to school on time and just finding time for yourself, it?s like walking on a tightrope you constantly have to re-balance yourself. The key I found is just focus on the right thing at the right time. What I mean is when you are focusing on marketing your business,? just focus on that and let everything else go. Don?t worry about what?s around you, just be fully present at you?re doing right now. As a small business owner you will wear many different hats.

How do you Market (PR) a non-profit that is a startup?

Most of my marketing has been people-to-people word of mouth. It is a two way communication between individuals rather than a speech from my organization.? I found word of mouth marketing has put more credibility in my fundraising campaigns. I have also utilized all forms of social media with the help of an outside consultant.

Has Social Media help your business?

Yes, it has put the word out there about my business and has grabbed some new supporters, which otherwise I would not have.

What difficulties have you faced as a non-profit entrepreneur?
I have been in business for about a two year and as you known non-profits depend on grants from government and local business. The hardest part is convincing them we need this kind of non-profit service in this area.

What advice would you give up-coming non-profit entrepreneurs?
Be patient because being a non-profit business you have to wait for funding. Love what you do and help as many people as you can.

Britain on course for more economic stimulus

Britain's recession-hit economy remained on course for more cash stimulus despite an improving employment picture, minutes from the Bank of England's latest monetary policy meeting showed Wednesday.

Minutes from the BoE's meeting at the start of August revealed that all of its nine policymakers voted to keep the central bank's main interest rate at a record-low 0.50 percent.

They also voted unanimously to keep the central bank's quantitative easing (QE) cash stimulus programme at a level of ?375 billion ($584 billion, 476 billion euros).

However, the decision to refrain from more QE cash was "finely balanced" for some members of the Monetary Policy Committee (MPC), according to the minutes.

Markets are also pricing in the prospect of fresh stimulus measures from the European Central Bank, US Federal Reserve and Beijing as the global economy falters.

A positive for Britain meanwhile came Wednesday in the form of an improving jobs market. Official data showed the country's unemployment rate fell to 8.0 percent in the quarter to June from 8.1 percent in the three months to May thanks to an Olympics jobs boost.

The number of unemployed people fell by 46,000 to 2.56 million, the Office for National Statistics added in a statement.

Thousands of temporary jobs were created as a result of the London Olympics that ended on Sunday -- providing a boost to Britain's recession-hit economy.

"Although these numbers may have been helped a little by the Olympics, the broad story is that the labour market continues to outperform the economy, which official data show has been declining for three quarters," said Investec bank analyst Philip Shaw.

Amid rising inflation and negative gross domestic product (GDP) output in Britain, Shaw said he felt the "MPC will give the green light for another ?50 billion of QE, most likely when the current programme expires in November."

The MPC had already voted in July to increase the QE asset-purchasing programme by an extra ?50 billion over four months to November -- bringing the total to ?375 billion since it began the stimulus project in 2009.

The committee maintained the status quo in August as it also sought to gauge the impact of the government's ?80-billion 'Funding for Lending' (FLS) scheme that is also aimed at lifting retail bank lending.

Under QE, the Bank of England creates new cash to purchase assets such as government and corporate bonds with the aim of boosting lending and stimulating economic activity.

"The committee discussed whether it was appropriate to expand or continue with the programme of asset purchases it had agreed at its previous meeting," the minutes read.

"For some members the decision was nevertheless more finely balanced, since a good case could be made at this meeting for more asset purchases."

The BoE added that recent indicators for the manufacturing and services industries had been weak, suggesting GDP output would remain pressured between July and September, or third quarter.

The Bank of England last week slashed its forecast for British growth this year to close to zero percent, saying the greatest threat to recovery came from the eurozone crisis.

Britain is not a member of the eurozone but the bloc is its major trade partner. The country meanwhile escaped a deep downturn in late 2009 but fell back into recession at the end of 2011.

Latest official data showed GDP slumped 0.7 percent between April and June from the first three months of this year.

Annual inflation in Britain meanwhile rose unexpectedly last month to 2.6 percent -- above the BoE's 2.0-percent target.

"Inflation was... likely to remain close to the target in the coming months," the bank's minutes said.

"The minutes of August's MPC meeting support our view that more policy stimulus is likely before long," said Vicky Redwood, an analyst at Capital Economics research group.

"Admittedly the vote to leave policy unchanged this month was unanimous, but this was always likely given the asset purchases currently underway won't be completed until November," she added.

Arkansas, NC ask EPA to waive ethanol mandate on high corn

WASHINGTON (Reuters) - Two U.S. governors asked the United States government on Tuesday to waive this year's mandate for making ethanol from corn, adding pressure on it to relieve meat producers from high corn prices spurred by the worst drought in more than 50 years.

Euro economy shrinks 0.2 percent in Q2

BRUSSELS (AP) ? Europe edged closer to recession Tuesday after official figures showed the region's output shrank 0.2 percent in the second quarter of the year.

Had Eurostat, the European Union's statistics office, also recorded a contraction in the first quarter too, instead of staying flat, the region would be in recession ? officially defined as two straight quarters of falling output.

The continued strength of Germany, Europe's biggest economy, helped lift the region out of another recession. Its economy grew by a quarterly rate of 0.3 percent in the second quarter. Though down on the 0.5 percent recorded in the first quarter, the advance was a little more than expected ? most economists thought Germany would only grow by 0.2 percent.

Though Germany continues to benefit from a still-growing global economy, its high-value exporters are finding it increasingly difficult to tap international markets. The other 16 countries that use the euro are its biggest market and six of them are in recession. The U.S. is also coming off the boil, with growth in the second quarter down at a quarterly rate of 0.4 percent, according to Eurostat.

Greece, Spain, Italy, Cyprus and Portugal are all in recession and all five are at the front-line of Europe's debt crisis. Bailed out Ireland could join the grouping when it publishes its second-quarter figures.

LONDON - Team USA had its biggest track & field night thus far at 2012 Olympic Games, bringing home three silver medals and one bronze - including some from unexpected sources - at Olympic Stadium.

Dawn Harper (Los Angeles, Calif.) and Kellie Wells (Orlando, Fla.) went 2-3 in the 100m hurdles, Erik Kynard (Manhattan, Kan.) was second in the men?s high jump, and Leo Manzano (Austin, Texas) grabbed a dramatic silver in the men?s 1,500.

Double medals in hurdles

One of the sport?s most highly anticipated finals, the 100m hurdles played out in spectacular fashion, pitting the defending gold medalist, Harper, against the heavily favored world champion, Sally Pearson of Australia. At the gun, Wells got out well, matching Pearson of Australia. Harper and Lolo Jones (Baton Rouge, La.) followed.

Harper soon found her form and looked strong as Pearson edged into the lead. Harper was closing on the Aussie over the final hurdle, but Pearson made it to the finish line first in an Olympic-record time of 12.35. Harper ran nearly two-tenths of a second faster than her 2008 Olympic gold medal performance to win silver in a personal best of 12.37. Harper?s time is the best mark ever for any second place finisher in the 100m hurdles and ties her with Joanna Hayes as the second-fastest American in history, behind Gail Devers. Keeping her composure and finishing strong, Kellie Wells (Orlando, Fla.) rounded out the podium in a personal-best time of 12.48m. Jones ran a season best as she took fourth in 12.58.

Earlier in the evening, Harper had set a personal best in handily winning her heat in 12.46. Jones was the fastest qualifier on time, placing third in heat 2 in 12.71, and Wells won heat 3 in a then-season best of 12.51.

Another historic medal

Thanks to a brilliant stretch run in the men?s 1,500m, American men have won two medals at 1,500m or over for the first time at an Olympic Games since 1968 - coincidentally, the last time the U.S. won this event at the Games.

Manzano took home the first U.S. medal in the 1,500 since Jim Ryun in that year. Tuesday night?s race came down to a furious sprint for the finish line, and Leo Manzano (Austin, Texas) was able to capitalize on his renowned closing speed to sixth to second in the last 150m of the race. Manzano crossed the line in a season-best time of 3:34.79, the fastest time ever by an American at the Games, finishing behind gold medalist Taoufik Makhloufi of Algeria (3:34.08).

2011 World Outdoor bronze medalist Matthew Centrowitz (Eugene, Ore.) also had a strong stretch run. After running at the front for most of the race, Centrowitz had fallen back heading into the final stretch. He closed hard and finished fourth in 3:35.17, only two-hundredths of a second behind Abdalaati Igulder of Morocco, on whom he was closing. Centrowitz?s fourth place finish gives the U.S. the best 1500m result since 1936 when Glenn Cunningham and Archie San Romani finished 2-4.

Kynard surprises

Sporting American flag knee socks, 21-year old Kynard (Manhattan, Kan.) entered the high jump final tied with the seventh-best personal best in the field. His skill, with perhaps a motivational assist from the socks, propelled him to an unexpected silver medal with a best clearance of 2.33m/7-7.75, behind gold medalist Ivan Ukov of Russia (2.38m/7-7.75). Kynard had only one miss in the competition while clearing four heights.

Mutaz Essa Barshim of Qatar, Derek Drouin of Canada and Robert Grabarz of Great Britain ended in a three-way tie for third at 2.29m/7-6. Jamie Nieto (Chula Vista, Calif.) placed sixth, also with a clearance of 2.29m/7-6, and 2011 World Champion Jesse Williams (Eugene, Ore.) tied for ninth at 2.25m/7-4.25.

Finals Countdown

It was smooth sailing for American 200 meter runners in the women?s semifinals. Two-time silver medalist Allyson Felix (Santa Clarita, Calif.) looked effortless in easily winning heat 2 in 22.31, 400m gold medalist Sanya Richards-Ross won heat 3 in 22.30, and 100m silver medalist Carmelita Jeter (Gardena, Calif.) was second in heat 1 in 22.39, behind defending gold medalist Veronica Campbell-Brown (22.32). The final will be contested Wednesday evening.

For the first time since 1992, the U.S. will have two men running the final of the 800m. Nick Symmonds (Springfield, Ore.) and Duane Solomon (Los Angeles, Calif.) squeaked through to the final as the duo took both the qualifying spots on time. The U.S. has not had anyone in the final of this event since Solomon?s coach, Johnny Gray, ran in the final in 1996. Symmonds took third in heat 2 in 1:44.87 and Solomon took third in heat 3 in 1:44.93.

In women?s long jump qualifying, Janay DeLoach (Fort Collins, Colo.) made it to the final on her first jump with a mark of 6.81m/22-4.25. World champion Brittney Reese (Gulfport, Miss.) let it come down to the last jump after fouling on her first two attempts. Reese jumped 6.57m/21-6.75 to earn her way into the final. Chelsea Hayes (Ruston, La.) had a best mark of 6.37m/20-10.75 and did not advance.
