WASHINGTON (AP) ? In the hunt for campaign money, no distance is too far to travel, especially when the race between President Barack Obama and Mitt Romney is tight and likely to stay that way into the fall.
The Democratic president and his Republican challenger have been aggressively courting Americans living abroad at fundraisers held far beyond U.S. shores. Such efforts serve the dual purpose of raising money to pay for what may be the most expensive election in U.S. history, and galvanizing a largely untapped group of eligible voters.
The practice is legal and has been used for decades, said former Federal Election Commission Chairman David Mason.
Obama has raised nearly $600,000 from Americans abroad while Romney has brought in about $325,000, according to campaign finance records analyzed by the Center for Responsive Politics. Those figures don't include sums raised overseas by both party committees or Romney's take from a pair of fundraisers in London during his visit there last week.
The sums are just a fraction of the more than $300 million Obama has raised overall and the $155 million raised by Romney, but every penny counts in a race that is neck and neck, as recent polls have shown.
One of Romney's London fundraisers raised eyebrows because the guest list included executives from Barclays, which recently admitted that bank employees were involved in manipulating a key market index. U.S. and British agencies fined the bank nearly half a billion dollars and Bob Diamond, who resigned as CEO, pulled out of the fundraiser. He had already given Romney's campaign the maximum individual donation of $2,500.
A separate well of potential donors awaited Romney in Israel, the second stop on the former Massachusetts governor's three-country tour. But there too Romney attracted some unwanted attention when his campaign announced it would break with its own precedent by barring reporters from covering a fundraiser at a swanky Jerusalem hotel. A day later, his campaign reversed course and said reporters could cover Romney's remarks to donors.
An invitation for the Monday event put the minimum ticket price at $50,000 per couple ? plus a copy of a U.S. passport. Romney advisers said the event was expected to raise more than $1 million.
Romney has vigorously courted Jewish and pro-Israel voters at home and in the Jewish state, hoping to capitalize on the perception by some that Obama hasn't been supportive enough of the critical U.S. ally. A delegation of Romney supporters, including former Bush press secretary Ari Fleischer, recently went to Israel to register eligible U.S. voters.
Matthew Brooks, who heads the Republican Jewish Coalition and organized the trip, noted that those voters live in a dangerous region.
"Whoever is the president of the United States has a direct impact on their lives," he said.
Showing deference to Israel also could help Romney shore up support from Sheldon Adelson, an American casino mogul who has pledged to spend more than $100 million to defeat Obama. Adelson, who attended Romney's Sunday speech in Jerusalem, is a staunch Israel supporter and finances a widely read, free newspaper there.
Early one May morning in Hong Kong, about 50 Americans squeezed into a conference room where Romney was beamed in by video teleconference for a fundraiser, said William Strong, an executive at Morgan Stanley who lives in Asia and helped organize the event. It was late in the evening for Romney in the U.S., but he spoke and took questions for about 45 minutes.
Obama too has overseas fundraisers taking place in his absence. His surrogates have been seen at fundraisers in Shanghai, Paris and London. Next month, actor George Clooney will headline an Obama fundraiser in Geneva, Switzerland. Guests can attend for $1,000. A $5,000 donation includes a photo reception and a $30,000 contribution buys dinner for two.
Obama has raised at least $2 million through nine expatriates who appear on his most recent list of bundlers ? supporters who group together contributions from friends and colleagues. Five Americans with addresses in the United Kingdom are on the list, plus two from France and one each from China and Switzerland. Romney has not released a full list of his bundlers.
U.S. law bans foreigners from contributing to political campaigns, but American citizens and green-card holders can legally donate regardless of where they live, subject to the $2,500-per-person contribution limit that applies to those living stateside. Campaigns, the parties and political committees are expected to review their donors and reject any ineligible contributions.
Election law experts have warned that the proliferation of super PACs has made it impossible to tell whether foreign cash is flowing to the campaigns. The foreign money ban also applies to super PACs, but some of their money comes from vague corporate entities, obscuring the original funding source.
Two percent of the money super PACs raised this year came in the form of so-called "secret money" that can't be reasonably traced, according to a preliminary analysis from an upcoming report by Demos and the U.S. Public Interest Research Group. In addition to super PACs, nonprofit groups are also spending heavily on the 2012 race, campaign finance experts said, and those groups aren't required to disclose their donors as long as their political activities stay within certain limits.
"As long as there is secret money sloshing around in our national elections, the public simply has no way of knowing if illegal foreign money is working its way into influencing our presidential and congressional races," said Fred Wertheimer of Democracy 21, which advocates for campaign finance reform.
An Associated Press review of donations to major super PACs this year found 55 contributions that either listed no address or were missing the U.S. state. The vast majority appeared to be oversights or sloppy bookkeeping, rather than foreign contributions. The Red, White and Blue fund, a super PAC that backed Rick Santorum's campaign, in February returned a $50,000 donation from a British securities firm that would have violated the ban on foreign funds.

Mountain biking ? Park City teen has excelled since discovering sport as a child.
Park City ? His first bike was pink, purple and white, a cousin?s hand-me-down that worked well enough as starter wheels. Only 5 years old, he would pedal around the parking lot of Jeremy Ranch Elementary, circling the empty asphalt without any worry of obstacles.
In the dozen years since, Keegan Swenson has become the top junior mountain biker in the country. Earlier this month, the Park City resident swept the USA Cycling MTB Cross-Country Nationals in his age group, taking gold in cross-country, Super D and short track in Sun Valley, Idaho.

The 18-year-old is currently prepping for a race in France and will represent the United States at the World Cup Championships in September.

His bike collection has grown considerably as well. The 18-year-old ? whose boyish face and blond hair make him look all of 16 ? owns five, all of them Cannondale brand, his racing sponsor since last fall. The Jekyll is his favorite, a versatile model that, with a flip of a switch, can slip a 6-inch travel down to 3 or 4 inches.
The travel, by the way, is how much a movement a mountain bike?s suspension mechanism allows. A longer one provides more cushion for downhill rides. A shorter one is ideal for climbing ? less bob and less slop, Swenson says.
That ebb and flow of mountain biking is part of what attracts him to the sport. No two trails are exactly the same, and he likes the experience of tackling the terrain.
"There?s more to it," Swenson said. "Road biking, you?re just riding on the road and there?s not much there. Mountain biking, you have other aspects. You could hit roots or rocks. There?s mud. There?s just more to it."
His membership on Cannondale Factory Racing provides him ample support, with the team taking care of everything from equipment to travel. (This week, he?s in France for Saturday?s World Cup finale, the precursor to the World Cup Championships in September. He?ll head to Austria for that.) Regardless of how far he?s headed ? he?s also raced in Canada and Mexico ? all Swenson has to do is ride.
Swenson will officially turn pro next year when he joins the U-23 class, the next step on a journey that?s as organic as it comes for elite athletes. Hundreds of miles of trails stretch not far beyond his backyard. His parents, avid recreational bikers themselves, took him on tandem rides when he was young but never forced him into the sport. He?s kept the same coach, Tom Noaker, since he joined the Young Riders, a Park City mountain biking program available to kids ages 6 to 16.
He was 12 when he showed his first intentions of serious competition at a local mountain bike race.
"I remember he just looked at me and he said, ?Mom, I love it,?" said his mother, Tanya Swenson. "?I love being able to get on my bike and I look at the trail and focus.?"

Now, on the cusp of joining the ranks of older, stronger riders, his long-term goals are still somewhat hazy. Keegan Swenson is still 18 after all, and describes his plans with appropriate teenage casualness. He wants to win a World Cup. He wants to be on the Olympic team eventually, but he?s not sure when. Someday, he might go to college.
"I want him to follow his dreams," Tanya says. "Right now, his dream is to ride his bike."

Updated at 11:55 a.m. ET: LONDON --?British authorities on Tuesday charged an ex-aide to the British prime minister, a former protege of media mogul Rupert Murdoch and six others in the ever-widening phone-hacking scandal. Prosecutors accused those charged of key roles in a lengthy campaign of illegal espionage that victimized hundreds, including top celebrities Angelina Jolie and Brad Pitt.
The announcement was a major development in a saga that has transfixed and at times horrified Britons and one that shows no signs of ending. A senior police official told The Associated Press earlier this week that her force was investigating more than 100 claims including computer hacking and illegal access to medical records stemming from the scandal.
Prosecutors said?Tuesday that Andy Coulson, Cameron's communications director for four years until 2011, and Rebekah Brooks, who oversaw Murdoch's News International, would face charges of conspiracy to intercept communications.
The alleged offenses were committed between 2000 and 2006 when both served as editor of the News of the World, the salacious Sunday tabloid that Murdoch was forced to close a year ago amid public disgust at the phone-hacking revelations.
Among the alleged victims were two former British home secretaries, former England soccer manager Sven-Goran Eriksson, Hollywood stars Jolie and Pitt, former Beatle Paul McCartney and a minor member of the royal family, Lord Frederick Windsor, the son of Prince and Princess Michael of Kent.
Brooks and Coulson are also both accused of involvement in hacking the telephone of Milly Dowler, a missing teenage girl who was later found murdered in 2002.
Coulson: 'I will fight these allegations'
It was the revelation that News of the World journalists had hacked her phone that triggered a furor that engulfed Murdoch's News International and ultimately led to the closure of the 168-year-old tabloid.
"I am extremely disappointed by the [prosecutors'] decision today. I will fight these allegations when they eventually get to court,? Coulson said in a statement quoted by Britain's The Guardian newspaper.
"I would like to say one thing today about the Milly Dowler allegation. Anyone who knows me, or who worked with me, would know that I wouldn't, and more importantly that I didn't, do anything to damage the Milly Dowler investigation," the statement said.
Brooks sounded a defiant tone.
"I am not guilty of these charges," she said in a statement. "I did not authorize, nor was I aware of, phone hacking under my editorship.
"The charge concerning Milly Dowler is particularly upsetting not only as it is untrue but also because I have spent my journalistic career campaigning for victims of crime. I will vigorously defend these allegations," her statement said.
Others being charged are senior tabloid journalists Stuart Kuttner, Greg Miskiw, Neville Thurlbeck, James Weatherup and Ian Edmondson.
Also being charged is private investigator Glenn Mulcaire, whose extensive notes have been at the center of the scandal since it was first unearthed.

The maximum sentence for the phone-hacking charges is two years in prison or a fine -- or both.
'Astonishing development'
The development is particularly embarrassing for Cameron because Coulson was also charged with hacking the phones of David Blunkett and Charles Clarke, two former home secretaries from the now-opposition Labour Party. The home secretary is Britain?s top law enforcement official, roughly akin to an American attorney general.
"That is an astonishing development and I think that is almost inevitably going to rebound on Cameron," Steven Barnett, professor of communications at Westminster University, said. "That is going to pose some very, very awkward questions for the prime minister."
Alison Levitt, Principal Legal Adviser to the Director of Public Prosecutions, said she had concluded there was sufficient evidence to charge the eight suspects with 19 offenses over the illegal accessing of voicemails on the cellphones belonging to politicians, celebrities and sports figures.

News International had for years denied that phone hacking was widespread after the tabloid's former royal reporter and private detective were jailed in 2007 for the crime.

The involvement of Coulson and Brooks -- a close friend of Cameron?s -- turned the long-running hacking story into a national political scandal that has laid bare the collusion between senior politicians, the police and the media.
Brooks, her husband and her personal staff have already been charged with attempting to pervert the course of justice over the hacking case, while Coulson has been charged in Scotland with perjury after he denied in an unrelated court case any knowledge of phone hacking.
Brooks, wooed by a string of politicians and prime ministers first in her role as editor of the News of the World and Sun tabloid, and then as the head of Murdoch's British newspaper arm News International, was one of the most powerful women in Britain, instantly recognizable by her long, curly red hair.
She was also close to Cameron, socializing with him over Christmas breaks, and both were embarrassed earlier this year when an inquiry into media ethics read out text messages sent between the two.

Paul Farrelly, an opposition Labour lawmaker who questioned Rupert Murdoch and his son James as part of a parliamentary committee investigation into the hacking, said Tuesday's developments were damaging, but not fatal, for Cameron.
"My view is that what happens to Andy Coulson and Rebekah Brooks reflects on David Cameron's judgment in both the appointment of Coulson and in being seen to be so close to a certain newspaper empire," he said.
"Because it's been going on so long, it's in no way fatal to his premiership. What is more important to the survival of his premiership and the coalition is the economy," Farrelly added.

So which is it ? illness or a gun battle? Perhaps neither. North Korea watchers are skeptical of the illness claim, but even an unnamed government official cited in the South Korean account said the firefight "has still not been 100 percent confirmed."
This is what happens when insatiably curious journalists in Seoul are starved for information about their tight-lipped, isolated rival to the north.
Many seemingly over-the-top news stories cite anonymous government or intelligence officials, North Korean defectors claiming to have sources in their former homeland or simply murky, unexplained, unnamed "sources." Few explain where they get their information, and many reports turn out to be wrong.
"The less we know about a country, the more rumors we tend to create about it," said Kim Byeong-jo, a North Korea professor at the Korea National Defense University in Seoul. "When curiosity is especially strong, rumors grow more sensational. ... Imagination takes over where facts are scarce and sources are unclear."
North Korea has said nothing more about Ri's health or his future plans since it reported his dismissal. While many outside North Korea experts say he was likely purged, it is still unclear what actually happened.
The capital, Pyongyang, portrayed a peaceful handover to new military chief Hyon Yong Chol. Soldiers celebrated in the streets with choreographed dances Thursday after the announcement of Hyon's new role and the promotion of young new leader Kim Jong Un to marshal.
North Korean officials have disappeared under chilling circumstances before, but the reports of their fates are often based on murky sources.
Amnesty International, citing "unconfirmed reports," said earlier this year that state security officials had detained more than 200 officials in an effort to consolidate Kim Jong Un's power before he became leader. The rights group cited more "unconfirmed reports" that 30 North Korean officials involved in talks with South Korea were "executed by firing squad or killed in staged traffic accidents."
But many reports end up being false. A prominent example ran as a stand-alone special edition of the conservative South Korean newspaper Chosun Ilbo in 1986.

Friday's reports on Ri were as dramatic as they were murky: Chosun Ilbo reported that 20 to 30 soldiers had died in a gunfight when Ri's bodyguards resisted soldiers sent to isolate him. The report quoted a source as saying that the possibility of Ri being wounded or killed in the gunfight couldn't be ruled out.
TV network YTN cited rumors among unnamed defectors about a gunfight.
South Korea's National Intelligence Service told The Associated Press that it has no idea where the newspaper got the information and was working to find details about the claim. The service doesn't talk about how it gets its information.
North Korea's official state media didn't immediately respond to the South Korean reports Friday on Ri. Choson Sinbo, a pro-North Korean newspaper based in Japan, on Friday accused South Korean authorities of trying to create disorder in North Korea by spreading rumors that Ri was purged.
As an example of how news can become murky when information is controlled, Kim Byeong-jo, the professor in Seoul, pointed to South Korea itself ? in 1980, when military strongmen ran the country.
Tens of thousands took to the streets in Gwangju that year to protest the junta that seized power after authoritarian President Park Chung-hee was assassinated in office.
About 200 people died, but there were rumors of thousands of deaths. Kim said a media blackout meant people outside the southwestern city knew little about the military operations going on against the people of the city.
"It takes time for real facts to emerge when information is controlled. In North Korea's case, it takes even longer, and worse yet, truth may never even surface," he said.

Parishioners occupying a closed Boston-area Roman Catholic church have suspended their seven-year protest vigil for a final Vatican appeal on its future.
A spokeswoman for the group at St. James the Great in Wellesley tells The Boston Globe Friday it's complying with a Vatican request to end the vigil during the review. Suzanne Hurley said vigil members got the Vatican request July 6 and agreed to it Sunday.
Archdiocese spokesman Terrence Donilon said the archdiocese is encouraged by the decision.
The appeal will determine if the property can be converted to secular use. The Vatican has said the parish won't reopen.
The town has agreed to buy the property for $3.8 million, if it can build recreation facilities there.
Donilon said two other parishes closed in 2004 now remain in vigil. Eight had once been occupied.
